U.S. Secretary of State Rubio asserted that the International Criminal Court (ICC) threatens U.S. sovereignty and must be "dismantled."
In an op-ed for *The Wall Street Journal* published on the 13th, Secretary Rubio declared that the U.S. would move to dismantle the ICC.
Rubio strongly criticized the ICC's 2020 decision to authorize an investigation into alleged war crimes by U.S. troops in Afghanistan, calling it "🔴an attack on American self-governance🔴."
He emphasized that
🟢the United States never consented to the creation of an international tribunal that could override its own Constitution and judicial system.🟢
The State Department also issued a statement
🔵labeling the ICC a threat to U.S. sovereignty, 🔵
outlining a policy to urge allies to withdraw from the court and to intensify sanctions against the ICC and related organizations.
While the ICC is an international judicial body established to prosecute crimes such as war crimes,
the United States is not a member and has previously imposed sanctions on the court over investigations targeting the U.S. and Israel.
Tomoko Akane of Japan has served as the President of the ICC since 2024.

US Calls for Withdrawal from ICC at Security Council

今年末で任期が満了する国連トップ、アントニオ・グテレス事務総長の後任選びに向けた非公式投票が３０日に始まる。６人が立候補し、１０月にも選出される予定だ。拒否権を持つ常任理事国の利害が一致する候補を巡って水面下での調整が激しくなりそうだ。

次期国連事務総長の立候補者の顔ぶれ
事務総長は、１５か国で構成する安全保障理事会で選考される。９か国以上の支持が必要で、さらに米英仏露中の常任理事国５か国の拒否権の行使を回避することが必須条件となる。
４月の公開ヒアリングまでに立候補した４人に加え、マリア・エスピノサ元国連総会議長、ガイアナのキャロリン・ロドリゲスバーケット国連大使が名乗りを上げた。事務総長は出身地域の持ち回りが慣例で、今回は「中南米・カリブ海」が有力地域となる。
有力候補と目されてきたのがアルゼンチン出身のラファエル・グロッシ国際原子力機関（ＩＡＥＡ）事務局長だ。だが、露軍が占拠するウクライナ南部のザポリージャ原子力発電所で相次ぐ攻撃を巡るグロッシ氏の対応について、露国連幹部は「非常に深刻に受け止めている」と語るなど不快感を隠さない。
候補者６人中４人が女性で、初の女性事務総長誕生への期待も高まる。中国の 傅聡 フーツォン国連大使は５月、「女性事務総長の誕生を歓迎する」と述べた。
だが、チリのミチェル・バチェレ元大統領が人工妊娠中絶の権利を擁護する姿勢を示してきたことに米国の議員団が反発。拒否権の行使を求める書簡を提出し、米国連大使も「懸念を共有している」と述べた。
初回の非公式投票は候補者の勢いを図る試金石となる。グテレス氏と前任の 潘基文 パンギムン氏はいずれも初回から最多の支持票を得ていた。
コフィ・アナン元事務総長の補佐官を務めたコロンビア大のマイケル・ドイル教授（国際関係論）は「候補者は、多国間主義や国連憲章に基づく原則に距離を置く米露中の３首脳全員を満足させる必要がある。今回の選考はかつてなく難しくなるだろう」と語った。

国際刑事裁判所（ＩＣＣ）の締約国会議は２４日、特別会合をニューヨークで開き、賛成多数で検察局トップのカリム・カーン主任検察官を解任した。
カーン氏は女性職員への性加害疑惑が浮上し、調査が行われていた。
🟥加盟１２５か国・地域のうち、８２が解任に賛成した。🟥
カーン氏に「重大な不当行為」があったためとしている。
疑惑はカーン氏が部下の女性職員に約１年にわたって同意のない性的関係を強制したとの内容で、２０２４年以降、複数の欧米メディアが報じていた。
カーン氏は疑惑を否定している。
報道によると、国連の監査機関が２４年１１月～２５年１２月に行った調査で、疑惑を裏付ける証拠があると指摘したが、外部の専門家委員会は法的な証拠が十分でないとの見解を示していた。

南米のベネズエラ政府は２４日、国際刑事裁判所（ＩＣＣ）から脱退すると表明した。
脱退理由について、ＩＣＣの捜査が新興・途上国「グローバル・サウス」に集中し、「偏向的だ」と主張している。
フェリクス・プラセンシア外相はＳＮＳへの投稿で、脱退について「断固で撤回不能な決定」だとし、デルシー・ロドリゲス暫定大統領の指示で、
国連に通告
したことを明らかにした。
ベネズエラは今年１月、米軍の作戦で反米左派のニコラス・マドゥロ大統領が米国に連行され、暫定政権が発足した。
米国は今月、ＩＣＣの解体に向けて加盟国に脱退を促す方針を示しており、ベネズエラにも働きかけた可能性がある。
